The Electoral Complaints Commission (ECC) will send its final decisions regarding the complaints of provincial council elections to the independent Election Commission (IEC) by Thursday evening. This is while the ECC officials have accused the IEC of fraud.
"Many of the local IEC employees are responsible for coordinated fraud," ECC spokesman Nader Mohseni asserted. "They brought changes to the voting sheets in favor of particular candidates."
Head of the Transparent Election Foundation of Afghanistan (TEFA), Naeem Ayoubzada, has also asserted that the ECC's decisions were made "under pressure."
ECC Chief Abdul Sattar Saadat has acknowledged the deficiencies in the evaluations of the complaints, adding that the the vote recount process was supposed to take place sooner, but was delayed because of a lack of cooperation from the commission officials in Nuristan province.
"I should say that the justice was not served as it should have been," Saadat said. "We wanted to send our decision about access to the election complaints to the IEC before Eid al-Adha, but Nuristan officials didn't cooperate," he added.
The ECC finished the assessments of the complaints after four months. The commission has stated that the votes from almost all polling stations in all 34 provinces have been recounted, stating, however, that the commission is still not satisfied with the assessments.
Commission officials have not provided details about the numbers and types of the complaints.
