Atmar completed his bachelor’s degree in rural development. He also earned a master’s degree in international relations and post conflict development from York University. He also completed studies in information technology.
During 1991-2001 Atmar worked at different NGOs for humanitarian programs, specifically in the area of rehabilitation for refugees and displaced persons.
In the post-Taliban era, during Hamid Karzai’s presidency, Atmar worked as minister of rural rehabilitation and development. In 2006, he was appointed as the minister of education, in 2009 he was appointed as the minister of interior and served there for three years.
Atmar speaks Pashto, Dari, English and Urdu.
Former vice president Mohammad Yunus Qanooni was his running mate as first vice president and deputy chief executive Mohammad Mohaqiq was his running mate as second vice president.
